What is Awaab’s Law Phase 2?

Phase 2 extends Awaab’s Law beyond damp and mould to seven further HHSRS hazards: excess cold, excess heat, falls, structural collapse, fire and explosions, electrical hazards and domestic hygiene. The same duty applies — investigate, give the resident a written summary, and make the home safe within the statutory timescales, with 24 hours for an emergency — and the clock starts when the landlord becomes aware of the hazard, however that happens.

When does Awaab’s Law Phase 2 start?

Phase 2 comes into force on 30 November 2026. The amendment regulations have been laid before Parliament, and the government’s Phase 2 triage guidance, published on 31 July 2026, describes the date as subject to parliamentary approval.

What does “Phase 2 readiness” mean?

Being able to recognise any of the Phase 2 hazards at the point of first contact, on any channel, judge whether it is an emergency or a significant hazard for the household concerned, apply the right procedure, and show afterwards that each timescale was met from the moment you became aware. The scorecard asks nine questions about exactly those things: whether your teams know the duty, whether you have written procedures for repairs and for Phase 2, whether your contractors’ timescales fit inside the statutory clocks, whether your vulnerability records are reliable and checked at contact, whether you mine tenancy events for hazard and vulnerability signals, and whether triage and out-of-hours escalation are automated.

Is the scorecard a compliance check?

No. It is a self-assessment, scored from your own answers, and it is not legal advice. It does not tell you whether you are compliant, and the nine questions are not weighted against each other. It gives you a score out of 18, a readiness band, an indicative risk of missing a statutory timescale, and what good looks like for each question.

Does the scorecard record my answers?

No. Your answers stay in your browser and in the link to your read-out, not in a database, and are not sent to us. The one exception is if you ask for your action plan by email: then we receive your work email address, your organisation and the answers we need to send the report, and we hold them as described in our privacy notice.
